The council said the plans would be among the largest regeneration projects in the UK, stretching 1.5 miles (2.4 km) from Angel Meadow on the edge of the city centre to Collyhurst.
Mr Bedford said: “If you look across whole of city centre – there is a wide range of new apartments being constructed – many of them are being taken up by people not earning big bucks, young people accessing jobs for first time – they can afford to live in Manchester.”
Park historian Dr Ruth Colton said it will Manchester’s first public park since Wythenshawe Park was given to the city in 1926 “to be kept forever as an open space for the people of Manchester.”
The apartment block, alongside three smaller ones, will be built in Owen Street, near Deansgate railway station, on land previously used as a car park.
